Roy Colmer was born in London, and studied art in Hamburg before moving to the United States in 1966. His paintings from the late-1960s and early-1970s, executed with an industrial spray-gun, are concerned with pulsating optical effects of color and line, and were influenced in part by similar effects that can be experienced when viewing blurred, or looped, color video. He explored these themes until the mid-1970s when he became involved exclusively with film and photography. In addition to street photography, Colmer experimented with conceptual art and participated with Hanne Darboven on many projects.

His paintings were included in the 2007 exhibition "High Times, Hard Times: New York Painting, 1967-1975" (National Academy Museum, New York), and will be included in the upcoming exhibition at the Santa Barbara Museum of Art, "Colorscope: Abstract Painting 1960-1979".

Colmer's photographs are in the collection of the New York Public Library (New York Street Photography), amongst others.
